Al-Regwa is the crony that legitimises Sur'daro's primacy. It holds few claims to fame of its own, although notably has an extensive system of canals that are used for cargo traffic. Al-Regwa sided with the Kazarli in the War of Inheritance around the start of the thirteenth millennium, an act that made it the site of numerous proxy wars and competitions; it rose above these tribulations, which later comprised a sort of nation-building myth for the city. Thereafter Al-Regwa claimed for itself a unique identity as a source of honesty and selflessness. Al-Regwa is more manufacturing-focused than the capitol, and the location of the Imperial Labour Exchange.
