Educational institutions on Wanisin
Today, schools on Wanisin normally fall under the purview of the Ministry of Knowledge for mandatory schooling and the Ministry of Wisdom for specialist training in the arts and sciences. As the Ministries operate in a highly siloed manner, however, in practice nearly every Balitro has its own specialist academies for employees and their families, which they transfer into near the end of mandatory schooling if young enough. Similar processes happen with engineering firms and Viradi clans. In some smaller settlements devoted to primary industry, like Zokipolla, the Ministry of Ambition runs even the mandatory schools, as such economies are almost entirely dependent it for employment.

Origins


Gegloko I established the first schools for Hakri, replacing the informal and non-standardised practice of tutoring that had resurfaced during Klíto's reign. These were placed initially under the then-new Ministry of Wisdom, which was established for the purpose, but thrived on private donations and eventually accrued enough wealth and stature that factionalism developed in the time of Wemnana. The rivalry between schools quickly filled the void left by that Empress's efforts to stamp out the old East-West division between Tevopían and Wemnian evacuees.

After Alestéa III's reforms to enlarge the Senate, the influence of these academies could be seen plainly in politics even at the national level, as graduates would caucus together, essentially meaning that the era of Klíto XVIII was dominated by unsanctioned political parties, referred to in English as "varsities," by analogy with collegiate sport. This extra layer of pluralism has been blamed by later historians as the crucible in which the Sarthían insurrection was cast; the conspirators had an easy time of bribing and blackmailing individual varsities for influence over their offices, in a time of zero accountability and tight-lipped division, where each party had asserted (as a matter of pride) that it would be self-regulating.

Twelfth Empire


Dismantling the power base of the schools was a key goal of Moilea I's down-sizing of the legislature. She placed control of Hakri schools firmly under the Ministry of Power, which had been completely gutted and reformed also, using commoners where necessary from the lower ranks to ensure no taint of school affiliation remained. Needless to say, the aristocracy strongly opposed these actions, and in this undertaking Moilea expended nearly all of the gratitude she had won in crushing the rebellion.

The reformation of the Balitro Salkzan has had an enduring legacy, and even today it remains defined by her changes: it is considered the paragon of impartiality and efficiency among Wanisin's governmental branches, ruthlessly persecutory of corruption within its own ranks even at the highest levels, and has, with very few exceptions, been reliable as the fist of the Empire and the right hand of the Empress. None of these things could be said of the organisation that Moilea inherited.

The Ministry of Power's civilian portfolio, eclectic and illogical though it may seem today, also traces its roots to the Twelfth Empire period, such as supervision of Hakri schools.
