The Reed Administration, also known as the Reed Delegacy (or in Lilitic Regení Mitraje, "Reed Union" or "Reed Empire") was the first stable government of post-Shattering Thet. It ruled most inner islands and had claims to most outer ones, over which it fought endlessly with breakaway groups that resisted centralized authority. Structurally, the Reed government consisted of a pyramidal hierarchy of committees, where higher levels were comprised of delegates sent from lower councils; at the very bottom, representation could be as fine as one person per household. This immense system had a number of unique consequences; see article.

The origins of the system can be traced to the emergency administrative authority set up by the Lyrisclensian Central College in the wake of the Shattering. Although rescue efforts were initially supervised directly by Psyches operating on behalf of the LCC, human and Pesenese survivors pushed for more transparent decision-making, and in what would become a recurring theme in Thet's history, efforts were made to migrate toward the recursive system described above. At the top of the Reed Administration was the Praesidium, a council of twenty-four (later, thirty-six) experts headquartered at the city of Regenelía, tucked away on a quiet island in one of the busiest areas of Thet, Inner Main Belt III. In practice the meritocratic promotions and many layers made the makeup of the Praesidium extremely well-vetted and accomplished; as a whole, the system tended toward inflexibility and showed a strong favouritism toward promoting members of long-lived species like Lyranids and Lilitai, but reliably resisted corruption.

In the years leading up to 2462 tgc, outlying island belts and clusters began to seek independence from the Administration, claiming that the government was too far removed and too busy to accommodate their needs. Realising that the organization was no longer sound, the Lyrisclensian representatives withdrew, hastening the collapse of the Reed state until its formal disintegration on the first day of 2500 tgc. The Lyrisclensiae went on to form the Lyrisclensian Continuing Council, and the various other remaining representatives joined the new regional governments, even founding a few.

The legacy of the Reed system is hard to overstate; when the Gryphon Republic swept across the Archipelago some 24 centuries later, it displaced municipal and provincial councils that still traced a direct lineage to Reed antecedents, which had held onto legitimacy by invoking pre-established procedures for secession, subdivision, and merging. Codified Reed laws also formed the basis of the legal systems under the Stíení Mitraje and the Altsithení Mitraje after the Gripsení Mitraje was defeated.
